I can confirm this. A computer I just upgraded did this. I did have to wait a bit for the Win11 prompt.

My Windows 11 is still 22H2 & I don't see any option to move to 23H2. Any reason why? Windows Update just says I'm "up to date."

the big problem is the misconception of technology developement.
the real improvement doesn't consist in getting more powerful tools i.e. 2 teras of RAM, but the goal should be lightweight simplicity instead.
this has been obvious on android telephones. the next year we had a "bigger container", but it was so cluttered of bloatware that at the end of the day the performance hasn't improved.
retrogames were not only hyper lightweight but actually far way better than any nowadays 3D online i.e. call of duty.
seven thousand MAME arcade games from the 80's barely weights 2GB.
if windows really was improving, it wouldn't grow exponentially with all that demanding superchips, and i don't believe that hardware different electronic components are required for real.
and as a buyer i never asked for the robotic nanotechnology. i would buy computer as big as a laundry washing machine or a android thick and bigger, with a proper speaker. i don't get why you all prefer MINI.
