In my opinion, Windows 8.1 is a modern design to Windows 7 and if we take out onedrive and all other UWP apps that were present and even add the start menu back from an early Windows 10 build then id say it would have been the best version of windows 7+8 that i could use for another 2-3 years after Windows 7's EoL
