You cannot legalise illegal activities or abandoned mines, then it becomes a security and safety problem belonging to the Governemnt. If anything, cement up all the old mines as part of the mine closure programme. That could stop or prevent illegal activities.

So a mine is closed, and people still go in. Adult human beings who make choices and those choices have consequences. I wouldn't risk the lives of police or firemen. Also,,,, the ANC has been in power for what? 30 years and the poverty of South Africans grow and grow. Black South Africans will NEVER wake up, next election they'll vote ANC again. Please balance me out here, sometime ago communities in Zama Zama's areas were seeking protection from government/police/military as they were terrorized by Zama Zama's. Now community is all love and compassion, prepared to risk it all to volunteer to rescue the Zama Zama's. I do not understand, what is going on here, now it's the police/government that is a problem, they are not doing enough to rescue the illegal guys who stuck underground in the act of committing a crime. Lets say if it wsa cha-in transit guys who were trapped in the cash van with a bomb that will explode in 2hours, one of them is deceased, others are dehydrated, whould communities go the extra mile to volunteer to rescue them ? Would there be pressure on police/government to rescue them ? Would there be love and compassion for them as they are doing what they are doing because of poverty? COMMON DENOMIATOR is both groups are committing crimes, with guns, prepared to kill anyone who tries to stop them.
Why are they RESISTING ARREST by not coming out? Is it the government/police fault that they suffer due to their choice of not coming out, it cannot be.
We cannot legitimize criminality using situational ethics (using Constitution and Ubuntu) as that will be the end of SA Republic
