Windows Server CALs in Azure and on CSP-Hosting



Windows Server CALs are not required in Azure, regardless of whether you use Bring Your Own License, Azure Hybrid Benefit, or Pay-As-You-Go. Similarly, on a small subset of providers called CSP hosters, Windows Server CALs are not required when you procure virtual machines through their license-included services (not SPLA).

If you bring your own license to a service provider (increasingly possible), you will still need CALs.

Importantly, RDS (Remote Desktop Services) and Rights Management CALs are always required, even on Azure and CSP hosting with license-included services. Remember, there are no exceptions for RDS CALs.
