Steps:
From the windows 11 desktop, go to the search bar at the bottom, search for settings and then open them.
In settings, select “personalization” from the left sidebar.
In personalization settings, select “colors”.
In color settings, switch the accent color to “manual” and then you can choose your own accent color.
Below that you can also choose to show accent color on the start bar and taskbar.
