Turns out I am dumb and missed the Bubbulfrog in the Mining Cave. If you are looking for it, it is in the center of the cave shortly after it gets pitch dark. It is hanging on the ceiling. Use Brightbloom Seeds to help see. It would be shortly after the 24 minutes mark.
