Native here, needing some sort of qualification to burn sage is horse shit. Anyone can burn sage. There is some restricted stuff, though. I think natives can apply to gather eagle feathers because eagles are protected. Also, any tribal member can apply and obtain tribal ID cards. Those cards do offer some value. They can make it easier to apply for government programs that are exclusively for natives and some other stuff.
