CMD is trash, Batch is garbage, Powershell is just a trillion times better since you don't have to necessarily always use "dir" and has more support
I still think you should use matching version numbers. IE Windows 11 22H2 and Windows 10 22H2
Keep in mind that in the nt world, dos mounts (win32) mean nothing!
The OS itself still saw and used the actual real os drive, as you would have immediately bugchecked or frozen the os if the pagefile was gone, same for any file mapping (loaded executable), as they are file backed>
So all you really did was confuse the userspace programs

Idea: Merge registry while drive is swapped
Try to make a Windows 10 installation inside of Inno Setup/InstallForge/NSIS so you can make Windows Setup ;-;
I think it might be more successful, if you replace Windows 11 23H2 with Windows 10 23H2.

How about swapping Windows 7 and Windows Server 2008 R2's hard drives? Since these two versions bears the same NT kernel, as well as build numbers, so the programs should work fine.
Right clicking crashing explorer could be due to it trying to load the modern right click menu, it might work fine if you apply the tweak to revert to the windows 10 one
