Actually, instead of doing this, again, press shift+F10 and then type with capitals, "OOBEBYPASSNRO" then it will restart your computer and then continue with setup by saying on the Wi-Fi screen that you do not have Wi-Fi and then you can continue with a local account instead
honestly there is a way to do this in a more easy way, if you're gonna make the bootable USB, use rufus and when you're about to start the process of making the USB, a window will show up to customize the installer, select remove requirement for Microsoft account and the automatic bitlocker encryption and you'll be able to use a local account and skip the wifi thing. it worked flawlessly for me
