When administrators create a provisioning package using Windows Configuration Designer (.ppkg), they may encounter the ‘Bulk Token Retrieval Failed: The Operation Returned An Empty Response’ or ‘Bulk Token Retrieval Failed: Bad Request’ error in the ICD.log. This issue may also manifest as ‘userinteractionRequired,’ indicating the need for user interaction to proceed.
