USA has lots of Rare Earth minerals. It’s usually found alongside Thorium. That’s a very slightly radioactive element (1/2 life 14.05 billion years, or about the age of the universe). Rate of decay so slow it’s virtually nothing. BUT USA deems the stuff as nuclear waste. That makes extraction of anything nearby prohibitively expensive. Remove that pointless rule and you’ll have all the RE you’ll ever need.
