for good mid range pc like 3060Ti and Ryzen 5 5600x
using a very debloated custom windows does not really make a difference for latency yeah but not significantly and u also lose features
just use custom iso like Ghost Spectere, it really works well and you don't have to worry about "oh fuck i forgot to download my drivers"
just use tools also like MSI Utility thing etc and you're good to go
you can do it on normal windows tho but having like around 20-30GB of free space because the windows is reduced is really nice

why don't you try Windowsxlite 'Optimum 11 Pro' and 'Optimum 10 pro' by james. I've been using his custom for 1 year already and performance is imo better than atlas os. i wonder where it would rank in the test. Hopefully you can take your time to try it as well.
