Anyone saying that quikrete uses plastic bags has clearly never done any concrete/cement work with the stuff. If you've ever even looked at a bag of the stuff, you'd know it's paper.
I can see where they came from, not only is it much more common for companies to use plastic than paper , but also it definitely looks like plastic from a distance.
It's not my cup of tea, because I don't like the way it looks.
When I was in highschool there was a guy who had a steep corner lot in town that kept washing out, and he did the exact same thing, and it helped, and after the bags washed away it didn't look too bad. I don't see anything wrong with it structurally, but I don't like it because I personally think it's ugly.

The only part I’ll say is it’s not as structural as a can be. If you only need this to serve you a couple years at the most you’re probably fine.

I worked in a lumber yard that sold that stuff. I envy your ability to move it like it’s nothing. I hated moving that shit.
