Haven't used Windows since Win 7 went bye bye but can you just not boot into a live distro of Linux and delete the 'undeletable' from there. Unless that would make Win11 unbootable or broken,it might be a method.
I would be looking for 3rd party software to remove that cr*p. What do you wanna bet theirs some sort of telemetry or hidden telemetry sending back at the very least a summary of the temp files. Tin foil hat but you never know, knowing micro harvest data soft.
it doesn't add up my own PC has 8.63GB of "Windows Update Cleanup" that won't go away but at the same time, my work PC and one of my laptops that's on W11 does not have this issue W11 24H2 on all systems mentioned
And I doubt that any future updates will be small or take less time to install. Once again MicroSoft does what THEY want to do. Sounds like the government to me.
Microsoft is JUNK anymore. All to make us buy new PCs. I'll go Linux FIRST!

Thank you for this valuable information. I'm so glad I haven't updated to 24H2 because this would have driven me nuts. I will stay with 23H2.

In 24H2, Microsoft hid the classic Disk Cleanup. It no longer shows when your right click C: drive and go to properties
This is no good at all. As much as I like smaller updates, this is really cludgy, and untidy.
And sfc, DISM are still showing faults as well.

This is nuts! This means you will require larger drive's, just for the OS alone.
