For the autonomous vehicle software ban, I can see those particular nation states building in backdoors that would allow them to get control. This could result in a targeted chaos distraction, if there's say 10 vehicles nearby in a city and they then take over or cause crashes; which can distract emergency services from something else their intel agencies are trying to do.
The cars are over the air network; this is normal with most cars with any kind of software. Tesla "recalls" are usually patches that are sent over the air. Usually using cell networks. Presuming the vehicle isnt network connected or that it would be difficult to have a C2 somewhere randomly online sending commands is almost a trivial feat in that infrastructure.
I would say it's just fear mongering, but after seeing some of the stuff NSA has been up to the past decade or two….very very real possibility.

I'd think for the military drones/UAVs, the US would have tighter control over the software that runs on it. Perhaps library reuse.
